In King, Pierce, and Snohomish County, tree-root heave is usually an upward pressure story, not a cosmetic one. Short answer: can you overlay a root-heaved driveway?

Usually no—not on panels that are still being lifted. A concrete overlay renews a wearing surface on a structurally sound, stable slab. It does not stop root pressure. Ongoing growth will typically crack or lift that new surface again.

The durable path is to manage the roots with qualified arborist guidance, replace the damaged section(s) with proper base work, and only overlay remaining panels that sit true and stable. Limited grinding or patching may reduce a trip lip short-term, but it is not a substitute for root work.

Why roots lift driveways here (Western WA)

Western Washington yards often push roots near the surface. Shallow lateral roots seek moisture and oxygen; clay, till, and compacted lawns encourage surface rooting. Soft or moist soil under slab edges invites roots, and as diameters grow they exert upward pressure on panels and joints.

Seasonal clay shrink–swell can combine with root pressure. Do not conflate three different failure modes:

  • Ponding geometry: water sits because of slope or grade—not the same as a root pushing a panel up.

Pattern clues

Lift highest near the trunk or root flare; progressive lips; cracking that tracks toward the tree; roots visible at edges or joints; a “wave” in the driveway toward the tree line.

Full rebuild

Root management plan (high level)

This is not an arborist RFP—keep the tree plan high-level and coordinated with the concrete schedule.

  • Start with an ISA-certified arborist assessment before cutting major roots; structural roots can destabilize trees.
  • Options in plain language: selective pruning of roots the arborist says are safe, root barriers that redirect growth, porous or flexible surfacing in some redesigns, or removal when the tree is unhealthy or incompatible—removal last, not first.
  • Coordinate concrete timing with root work so new panels are not poured over an unaddressed root mat.

Is grinding enough for a root-lifted trip hazard?

Sometimes as a short-term safety step when the panel is otherwise quiet—but grinding does not remove the cause. If roots are still expanding under the slab, the lip can return.
